In reality, the standing Italian Army was significantly smaller, with many recruited soldiers participating in a war they neither believed in nor understood. The combat effectiveness of Italian Army units varied greatly, with much of the rank and file lacking proper equipment, transport, and even motivation. Despite this, they participated in several key battles in North Africa and on the Eastern Front where they performed well.

The MVSN, or Milizia Volontaria per la Sicurezza Nazionale, was created by the Fascist Party as a paramilitary organization similar to the German SS. The terminology within the MVSN strongly echoes ancient Rome, with legions, centurions, cohorts, and maniples. Their primary task was territorial security and anti-partisan activities. In wartime, the Blackshirts were organized into 'assault legions' that operated in conjunction with regular army divisions to reinforce them and to 'politicize' the Regio Esercito.

The quality of these military units varied greatly, from barely trained village bullies to veterans of the Spanish Civil War and highly motivated 'Giovani Fascisti' (young Fascists).
